【需求背景】
延迟备机准备拉到某个时间点导出数据，后续恢复standby状态
【需求描述】
1）增加recovery.conf文件中recovery_target_action参数
2）replay到某个点停下来的函数
例如在pause后，主动replay到某个时间点，导出数据，再Resume恢复recovery

Hi @enmo_limengjie, please use the command /sig xxx to add a SIG label to this issue.
For example: /sig sqlengine or /sig storageengine or /sig om or /sig ai and so on.
You can find more SIG labels from Here.
